I want to do model or become an actor or tv, where do i start? do i have a chance?

Buy a newspaper or watch tv and look for ad which requires fresh faces for either tv or radio. just first try to get into the tv or radio industry by doing whatever job they give you then you can choose which job you want and which you don't.
