PLEASE ANSWER! Will fluid buildup in my ears affect my hearing?

I have terrible allergies, and post nasal drainage. Prior to that I had otitis media. I went to the ENT and he checked and told me that I still have congestion in my ears but no infection. They've been this way for two months. They've also been crackling and popping for about a month and I hear low-pitched ringing when everything is quiet. When will it clear up?
